One is to guide the rational growth of production capacity. Gu zongqin said that in recent years, with the continuous development of emerging downstream products and the recovery of market prices, China's methanol production capacity has increased without any decrease. With the improvement of industry technology and equipment level, the trend of large-scale installation of new units is obvious, which is often large projects of 1 million tons / grade and 1.8 million tons / year. Large scale coal chemical projects have high investment and high energy consumption, which have a great impact on the market and industry. In terms of project planning and construction, we should be cautious, restrain impulse, fully and comprehensively consider resources, environment, market and other factors to avoid blindly following the trend. Adhere to the requirements of "act according to our ability, water and environmental carrying capacity", and strictly prohibit the construction and expansion of methanol plants in areas with sensitive ecological environment, lack of water resources and shortage of raw material resources.

The second is to promote the standardized development of downstream products with energy attributes. Gu zongqin pointed out that the continuous development of downstream products provides a continuous demand power for the development of the industry. Methanol fuel has undoubtedly become another potential downstream application after coal (methanol) to olefin. However, methanol vehicle fuel, boiler fuel, especially stove fuel, there are still a lot of non-standard situation, the relevant standard system is not perfect, the regulatory means is not perfect, which is a gray area with serious security risks. Gu zongqin stressed that speeding up the improvement of industrial policies, technical standards and market application security system is the focus and key of the next step. The promulgation of "guidelines on the application of methanol vehicles in some regions" provides favorable policy support for the development and application of downstream products of methanol as an energy attribute. Meanwhile, it also puts forward the work requirements that are conducive to the healthy development of methanol fuel, such as the establishment of a sound quality control and safety management system in the production, storage, transportation and other links of methanol fuel To support the formulation of technical requirements for methanol reference fuel and other relevant standards on the basis of current national, industrial and group standards; to improve methanol fuel and filling system standards; to study and formulate standards for design and construction of vehicle methanol fuel filling station, vehicle methanol fuel operation safety specification, methanol fuel special dispenser, methanol fuel additive, etc. These also provide a reference for the standardized development of methanol fuel for boilers and stoves, and help to actively promote the formulation and implementation of relevant group standards, local standards and industrial standards.

The third is to guide enterprises to reasonably layout the product structure. Gu zongqin pointed out that methanol production enterprises should broaden their horizons and take a long view, fully tap their own advantages and deeply investigate the market situation. No matter in the development of downstream products with high added value or starting from syngas, enterprises have a lot to do to expand the industrial chain and improve the added value of products and market competitiveness. We should actively transform to modern coal chemical industry and fine coal chemical industry, and devote ourselves to the development of differentiated, personalized and high-end fine chemical products, high-end chemicals and new chemical materials of high-value-added coal chemical downstream products, extend the industrial chain and expand the industrial field. For example, metallocene polyolefins and α - high-carbon copolyolefins still mainly rely on imported high-end resin materials, high-performance engineering plastics and high-performance surfactants, as well as carbon based chemical products and their derivatives based on syngas.

Fourth, pay close attention to safety and environmental protection. Gu zongqin said that the recent safety accidents have caused heavy casualties, causing serious economic losses, social impact and environmental impact. At the same time, it also sounded the alarm for us once again: there is no small matter in safety production, and prevention is the key. Any safety accident is caused by people's unsafe behavior, material's unsafe state and non-standard management, and any unsafe accident can be prevented. This requires enterprises to firmly establish the concept of safety and the idea of safety first, focus on the prevention and containment of major accidents, strictly abide by the safety bottom line, strengthen the process control, safety risk control and emergency management and disposal capabilities, so as to ensure safe production.
